• Establish a local and national network of culturally competent mental health professionals an allied associates

• Develop a forum for mental health professionals and allied associates to discuss trends and provide support for efforts in response to an "all hazards or disaster occurrence"

• Screen identify, refer, monitor connectedness, and track survivors of catastrophic natural and man-made events using telepsychiatry and other cutting edge web-based and interactive technologies

• Provide care, consultation, and support for caregivers and other persons involved in a all hazards and/or disaster response
